The Regular Town Council meeting was called to order by Vice Chair Robert Doyon @ 7 P.M. Members present: Robert Doyon, Patricia Geary, Theresa Graveline, Thomas Hallaway, Douglas Merriman, Edward Miller and Dominick Mirabelle @ 7:02 P.M. Absent Cynthia Gibbons and Domenic Jannetty.

MAYOR'S REPORT: Invitation re: Breast Cancer Awareness @ Prospect Sr. Center on Oct. 1st; 9/11 Services were held at the Firehouse and St. Anthony's Church with approx. 1,000 people in attendance; Letter dated 9-3 from Western Conn. Area Agency On Aging, Inc. re: Prospect Senior Center's designation as a Focal Point for 2003-2007 - P. Geary feels Lucy is patient, wonderful and town is lucky to have her, D. Mirabelle agreed. Mayor suggested scheduling a meeting at the Senior Center in the future. Mayor updated members about US Cap property; Marshall will be getting involved. Reports don't say the site is "clean". Meeting with State Rep., Mayor and Tax Collector in the near future. Nothing to report on the Talmadge Hill Rd. property.

T. Graveline questioned lights at parking lot on Hotchkiss Field one side is very dark at night. Mayor will look into installing a street light on that side.

Mayor updated members on Hemlock Rd. progress, suggested a road trip on a Saturday along with a trip to Caplan Park. E. Miller questioned why Hemlock is being redone and not Woodcrest - Mayor Chatfield indicated that process begins from lower areas then work up.

Mayor also indicated that nine Prospect residents will be receiving awards by the Secretary of State tomorrow for community/volunteer service to the town.

Motion made by D. Merriman, 2nd by T. Hallaway to approve minutes of Sept. 3rd. T. Graveline and E. Miller abstained. Motion carried.

CORRESPONDENCE: Building, Electrical, Heating and Plumbing Inspectors Reports for August; Police Report; Letter re: Prospect Senior Center. Motion made by T. Hallaway, 2nd by T. Graveline to place correspondence on file. Various questions concerning police report and areas where there have been break-ins, possible spreadsheet for next budget. Request for clarification of Police Report whether it is for August or just part of Sept. T. Graveline suggested that report be verified and include dates of inclusion and activity. Discussion whether Police Dept. has responsibility to notify neighbors of problems in their areas. Compiling a list of questions for discussion at next meeting suggested. Underage drinking issue discussed. D. Merriman suggested talking to Trooper Abarzua and then report to Council. Vote on original motion to accept correspondence unanimous.

P. Geary suggested inviting Trooper Abarzua to an October meeting with the intent to find out how to provide information to the Public. Motion made by T. Graveline 2nd by D. Merriman to have Cindy or the Mayor invite Nelson to an Oct. meeting to discuss public awareness. Motions Unanimous

Public Works spreadsheet being prepared, subcommittee hasn't met and would like to have Gene McCarthy present.
