MAYOR’S REPORT: Attorney Casagrande of Carmody & Torrance presented changes re: Ferrara Tanker. Motion made by P. Geary, 2nd by T. Graveline to add “Resolution of Prospect Town Council”. Lease Ferrara Fire Apparatus Custom Inferno Pumper Truck. Motion Unanimous
Motion made by P. Geary, 2nd by R. Doyon to approve Resolution and add Agenda Item for Truck Lease to the Town Meeting being held April 30th. Motion Unanimous
Town Clerk reviewed Grant Application: Motion made by T. Graveline, 2nd by P. Geary: RESOLVED : That Robert J. Chatfield, Mayor or the Town Clerk as his/her designee is empowered to execute and deliver in the name and on behalf of this municipality an application and contract with the State Library for an Historic Preservation Grant. Motion Unanimous.
Motion made by D. Merriman, 2nd by P. Geary to vacate notice voted on April 14 eliminating $50,000 down-payment from Agenda Item for truck lease; Atty. Casagrande indicated not part of the terms of the lease. Motion Unanimous
Waterbury Workforce Intergovernmental Policy, standard agreement. Motion made by D. Merriman, 2nd by E. Miller to accept. P. Geary abstained in order to review, Tabled until end of meeting.

Packet includes: Criteria Used in Building the Budget; Recommended Staffing changes; Budget Impact for Staffing changes; Current Class size Listings; Enrollment Changes – Trends over the Years; Projected High School Enrollment; Schools’ Regional Control Furniture & Equipment; Schools’ Local Control Recap Sheets; Debt Service Schedule; Major Building Improvements; Region 16 Consolidated Budget Pages; Regional Control Site 101 Budget Pages; Schools’ Regional Control Budget Pages; Schools’ Local Control Budget Pages; public Services Budget pages and Chart of Account Listing. (Note keeping copy on file in Town Clerk’s Office). Discussion concerning no Industrial Arts Program and Class sizes. D. Merriman suggested calendar for activities taking place at Woodland School be published in Prospect Pages. Marie Delage, Board of Education member, reminded members that Public Hearing will be held Wednesday, @ 7:30 @ Woodland High School also Budget Hearing May 5th at LRMS @ 7:30. Also indicated that an open house will be coming up for the new superintendent.
GUESTS: Diane Lauber, Tax Collector, updated Council on delinquent motor vehicle taxpayers, received letter from OPM Governor decided to keep $250,000 in state budget to allow DMV to keep track of delinquent taxpayers.

Suggestion that either the Mayor or Zoning Enforcement Office should reply to the letter received from Mrs. King.

Attorney Casagrande reviewed Zoning Ordinance. Question and answer period took place, D. Mirabelle concerned with whether homeowner or tenant would be responsible. Suggested holding a public hearing on April 29th. Motion made by E. Miller, 2nd by D. Merriman to hold public hearing on zoning ordinance with changes. Unanimous. P. Geary opposed.

Park Ordinance reviewed and discussed at length. Motion made by T. Graveline, 2nd by D. Jannetty to contact Board of Recreation for commentaries on ordinance.
Diane Lauber suggested publishing something in the pages, necessary for Nelson Abarzua and Board of Recreation to attend and input from residents. Motion made by D. Merriman, 2nd by B. Doyon to table Public Hearing on Zoning Ordinance and Parks Ordinance. Unanimous
Tax Collector’s Ordinance “Town Ordinance Designating Tax Collector as the Collector of Sewerage System Connection and Use Charges”. Motion made by D. Merriman, 2nd by D. Mirabelle to schedule a Public Hearing on May 6, 2003 @ 6:30 P.M. prior to the regular Town Council meeting. Motion Unanimous
