The Regular Council Meeting was called to order at 7 P.M. by Chair Cynthia L. Gibbons. Members present: Robert Doyon, Cindy Gibbons, Theresa Graveline, Domenic Jannetty, Douglas Merriman, Edward Miller and Dominick Mirabelle. Absent: Patricia Geary and Delores Franks.
Motion made by D. Jannetty, 2nd by R. Doyon to go into executive session @ 7:12 P.M. concerning Union negotiations and invite the Mayor. Motion Unanimous
Motion made by D. Jannetty, 2nd by T. Graveline to end executive session @ 7:18 P.M. No votes were taken.
C. Gibbons made a proposal for the May 20, 2003 Town Council meeting, under Mayor’s Report, the Council should go over the Park Ordinance. Also invite members of the Board of Recreation, the Assistant Director of Public Works, Gene McCarthy, and the Resident State Trooper Nelson Abarzua. D. Jannetty suggested that the Council contact the Attorney regarding the Greenwich case before the next meeting.
T. Graveline asked the Mayor if she could give him two more names for the Support the Troops sign. Mayor Chatfield said he would add them to the sign.
Mayor Chatfield took the floor as Fire Chief. He explained that he received a Homeland Security Radio. Every Police Department, Fire Department, and Ambulance in the State received a radio. The radios are all connected, allowing those with the radio to communicate throughout the State. Chief Chatfield stated that one of the main problems of September 11th was the rescue workers could not communicate with each other.
The Fire Department invited OSHA in on Friday April 25th to inspect the Fire Department. The gear, SCBU, hoses, ladders, air tanks, and pumps were all inspected and tested. OSHA did not find any problems. All of the training records and truck records were inspected and OSHA found no problems. OSHA suggested that the Operating Guidelines be a couple of pages longer. They also suggested that the Mission Statement in the Operating Guidelines be a little longer. OSHA also asked that each person be fitted to a mask. OSHA was invited, therefore the Fire House does not get written up. They have 30 days from the time they receive the letter from OSHA in order to correct the three things OSHA mentioned. However, Chief Chatfield stated that the Department will have them corrected before they receive the letter. All in all, the Department did very well. Motion made by D. Jannetty, 2nd by T. Graveline to have the Council send a letter to the Fire Department congratulating them. Unanimous.
Motion made by D. Merriman, 2nd by R. Doyon to approve minutes of April 14, 2003. Unanimous.
Motion made by D. Merriman, 2nd by D. Mirabelle to approve minutes of April 15, 2003. E. Miller pointed out a typo. T. Graveline also made a correction. T. Graveline also had a question regarding the minutes. It was decided that the minutes be tabled until the next meeting.
Motion made D. Merriman, 2nd by R. Doyon to approve the minutes of April 28, 2003. T. Graveline and D. Jannetty abstained. Motion carried.
CORRESPONDENCE: 4/2003 Police Report; 3/2003 Zoning Report; 4/2003 Zoning Report; letter dated April 30, 2003 from Carmody & Torrance re: Agreement of Purchase and Sale by and between RMK-Prospect Associates, LLC and the Town of Prospect dated September 13, 2002 concerning property at Scott Road, in Waterbury and Prospect, Connecticut; Summons re: Bethann B. Barton. Motion made by D. Merriman, 2nd by T. Graveline to place correspondence on file. Motion Unanimous.
Motion to not take any action until May 20th on the Sewer Tax Ordinance.
C. Gibbons is going to invite State Trooper Abarzua, Gene McCarthy, and Board of Recreation members to the next Council meeting.
