Town Council

May 20, 2003

Called to order at 7 P.M. by Chair Cynthia L. Gibbons. Members present: Robert Doyon, Patricia Geary, Delores Franks, Cindy Gibbons, Theresa Graveline, Doug Merriman, Edward Miller and Dominick Mirabelle @ 7:08 P.M. Absent: Domenic Jannetty

Mayor Chatfield introduced new superintendent of R16 schools Dr. Maggie Schook. Dr. Schook spoke, feels very welcome, school budget has been a challenge, encouraged members to vote on budget. Mayor Chatfield pointed out that in two weeks the first pro-editorial from William Pape was in the Republican-American.

Transfer within Library Account. Motion made by T. Graveline, 2nd by P. Geary. Motion Unanimous

Transfer request from General Fund to Chesprocott. Motion made by D. Franks, 2nd by T. Graveline. D. Mirabelle abstained. Motion carried.

Mayor indicated that SCRWA will be in attendance @ next regular meeting also indicated in correspondence Wolcott's Sewer User Charges for Council to review.

Park Ordinance & Gene McCarthy's remarks were submitted to the Council members for review. Mayor indicated that the goal is to give power for police enforcement. Problems with fields reviewed, protecting investment. Enforcing permits is the main objective. Mayor Chatfield asked the Council to consider holding a Public Hearing. P. Geary questioned addressing violations - Trooper Nelson Abarzua indicated that Conn. Statutes, public act allows enforcement of fees biggest problem , also reviewed problems from police perspective. T. Graveline feels Ordinance needs stronger language. Mayor Chatfield suggested members review ordinance and make changes for the Public Hearing.

Motion made by D. Merriman, 2nd by E. Miller to hold Public Hearing June 4th @ 7 P.M. site to be determined. Mayor Chatfield needs to find out if Atty. Casagrande can attend. Motion made by T. Graveline, 2nd by P. Geary to empower Cindy Gibbons and the Mayor to select date and location for the Public Hearing and that members be notified. Motion Unanimous

Original motion made by D. Merriman, 2nd by E Miller to hold Public Hearing June 4th @ 7 P.M. withdrawn.

Fire Chief letter approx. $30,000 tax abatements also reminded Council members that the Carnival will be held Thurs. - Sat. at old firehouse and reviewed site plans for former firehouse.

R. Doyon questioned signs in center of Town. Mayor Chatfield suggested that something be put in the new Zoning Regulations.

Motion made by T. Graveline 2nd by D. Merriman to approve minutes of April 15, 2003 with corrections. D. Franks abstained. Motion carried

Motion made by R. Doyon, 2nd by E. Miller to approve minutes of May 5, 2003. P. Geary & D. Franks abstained. Motion carried

CORRESPONDENCE: Tax abatement list; Bldg., Electrical, Heating & Plumbing Inspectors reports; Sewer charges from Wolcott. Motion made by D. Merriman, 2nd by T. Graveline to place correspondence on file. Motion Unanimous

Mayor Chatfield requested Council schedule a Special Meeting for June 3rd @ 6P.M. for discussion and possible executive session & action on property land purchase on Scott Road, Prospect Business & Commercial Park with Attorney Yarbrough, Peter Burns and Mayor Chatfield. Motion made by P. Geary, 2nd by D. Merriman. Unanimous

E. Miller, R. Doyon, T. Graveline and D. Mirabelle Community events sign committee.

T. Graveline indicated that Water Authority Rep. & subcommittee members will be at next Council meeting.

Motion made by D. Mirabelle, 2nd by D. Franks to adjourn at 8:10 P.M. Motion Unanimous
