April 4, 2006

The Town Council meeting was called to order by Joseph Commendatore, Chair at 8:02 p.m.

Members Present: Joseph Commendatore, Robert Doyon, Patricia Geary, Theresa Graveline, Frederick Harkins, Roger Kergaravat, Douglas Merriman, Dominick Mirabelle and Dominic Moschella

Mayor’s Report:
Mayor Chatfield stated Prospect has been awarded a $365,000 grant from the state Bond Commission to install a water main in the College Farms subdivision on Straitsville Road.

Mayor Chatfield discussed the Memorandum of Understanding between the State of Connecticut Department of Emergency Management & Homeland Security, and the town of Prospect.

Motion made by D. Moschella to adopt the Resolution of the Prospect Town Council. Motion seconded by T. Graveline. Motion discussed. (Resolution Schedule A)
This resolution resolves: That Robert J. Chatfield, be and hereby is authorized to act on behalf of the Prospect Town Council in executing a Memorandum of Understanding with the State of Connecticut, Department of Emergency Management and Homeland Security, for participation in the FY 2004 State Homeland Security Grant Program.

Unanimous

Motion made by D. Moschella to adopt the Compliance with Title VI of the Civil Rights Act of 1964. Motion seconded by T. Graveline. Motion discussed.

T. Graveline requested Mayor Chatfield to verify the need of the letter “k” followed by recipient in the second to the last sentence. Mayor Chatfield stated he would do so.

No further discussion. Unanimous

Motion made by D. Moschella to adopt the Town of Prospect Fair Housing Resolution. Motion seconded by R. Doyon. Motion discussed.

Mayor Chatfield stated this resolution is for the “Small Cities” grants.

Motion made by D. Moschella to adopt the Fair Housing Policy Statement. Motion seconded by F. Harkins. Unanimous (Schedule D)

Mayor stated he has not gone over the capital plan. He will propose the bond issue at the next meeting in April.

P. Geary asked Mayor Chatfield if he applied for the grant to extend the water line.

Mayor Chatfield stated Vicki Nardello applied for the grant.

P. Geary asked what role the Water Pollution Control Authority would have in this.

Mayor Chatfield stated they will need to approve resolutions.

F. Harkins commented that most of the time our young people seem to get bad press and feels that the students who, as reported in this month’s issue of the Prospect Pages, used their Spring Break time off to help others should be recognized by the Council. One went to Louisiana to help in the Hurricane Katrina clean up, the other worked with Habitat for Humanity.

J. Commendatore agreed to invite them to the Council meeting.

T. Graveline asked if there was any way the Council could find out if there were others that participated in the program.

After discussion, it was agreed that rather than invite these students to a Council meeting, the Chairman would write a letter of commendation to each student on behalf of the Council.

Mayor Chatfield reported the Street Excavation and Obstruction Ordinance that was printed in the Citizen’s Paper cost $1,100.00 vs. $3,300.00 it would have cost to be printed in the Republican American Newspaper. Unfortunately, the timing of the weekly Citizen’s news does not always coincide with the required timing of notices.

Mayor Chatfield stated he would look into this. He does receive it at the P.O. Box for the Fire Department.

Mayor Chatfield excused himself from the meeting at 8:15 p.m.

Public Participation:
Lisa DeGoes of 22 Apple Hill Drive questioned when the public hearing was scheduled.

J. Commendatore stated April 17 at 7 p.m. The public hearing will be held at Town Hall.

Minutes:
Motion made by T. Graveline to approve the March 27, 2006 Budget Workshop minutes. Motion seconded by D. Mirabelle. Motion discussed.

P. Geary corrected page 5, paragraph 13 to read ….however does that mean our premiums are up forever?

Motion unanimous. The minutes are approved as amended.

Motion made by D. Mirabelle to place correspondence on file. Motion seconded by R. Doyon. Unanimous

Motion made by D. Mirabelle to approve the Tax Collector’s refunds totaling $150.24. Motion seconded by D. Merriman. Unanimous

Subcommittee Reports:
R. Kergaravat submitted the Safety Subcommittee Minutes of March 22, 2006. Motion made by F. Harkins to approve the Safety Subcommittee Minutes of March 22, 2006. Motion seconded by D. Merriman. Unanimous (the three members of the Safety Subcommittee voted on this. D. Merriman, F. Harkins and R. Kergaravat)

R. Kergaravat stated the dog pound cost the Town $37,000. Because of its location often times the local police have to respond to calls and Bethany Animal Control has help out. He suggested the Council look into using the Bethany Animal Control or team up with a closer town.

D. Merriman stated he would ask the Mayor to research using Bethany Animal Control or another town.

T. Graveline would like a reporting of how many events required this service in a year.

J. Commendatore asked the Council for a moment of silence in recognition of the passing of Bob Shedrawy.

Motion made by D. Mirabelle to adjourn. Motion seconded by R. Kergaravat. Unanimous
