The Town Council meeting was called to order by Robert Doyon, Vice Chairman, at 7:01 p.m.
Members Present: Robert Doyon, Patricia Geary, Theresa Graveline, Frederick Harkins, Roger Kergaravat, Douglas Merriman, and Dominick Mirabelle.
Members Absent: Joseph Commendatore and Dominic Moschella
Mayor’s Report:
Mayor Chatfield discussed the Annual Report. Mike Battista, the Town Auditor submitted an Expenditure Budget and a General Fund- Comparative Balance Sheet. Mayor Chatfield mentioned having the Regional Canine Control at the next meeting. The Council also discussed the property at 49 Talmadge Hill Road and reviewed pictures. The Mayor stated this property is a liability to the Town. There is an old barn with a second floor, a three bay garage, a shed and another wood storage shed made out of overhead doors. There is also a lot of metal and debris all over the property. The Mayor would like to tear down all four of the buildings. In the future the Mayor would also like to tear down the house.
Motion made by P. Geary to demolish/ remove the four above accessory buildings at the property located at 49 Talmadge Hill Road. Motion seconded by D. Merriman.
Motion unanimous.
Geary mentioned the Annual Report and stated that she thinks the report is a much better explanation of what the figures mean and how they were obtained. Mike Battista, Auditor, stated that the audit involves summarizing all the accounts and auditing the activity. The funds are no longer required to be individually listed; it is better to focus on the major funds according to new government requirements. Mr. Battista referred to page 22 & 24, the balance sheet, the statement of revenues and expenditures. Any fund that makes up 10% of the assets, liabilities, revenues or expenses are considered a major fund. Mike Battista further discussed the balance sheet/annual report and the different funds. He also discussed the components of the traditional governmental funds financial statement. P. Geary asked for clarification on several items in the annual report. Mike Battista and the Council discussed these items. T. Graveline asked for clarification on the Expenditure Budget.
Motion made by D. Merriman to accept the Annual Report for the Year Ended June 30, 2006. Motion seconded by P. Geary.

Mayor Chatfield stated that the Town hasn’t had to buy any salt, cut back on the purchase of sand, and we are not going to have to top off the fuel oil tanks in the Town Buildings until the 17th of January rather than the week after Christmas. Public Works has been clearing the piece of property the Town recently obtained on Center Street. Mayor Chatfield also mentioned a letter from Michael Scaviola, the Democratic Town Committee Chairman, discussing vacancies on boards.Chairs Report: none

Public Participation: The Council discussed the sign issue at Old Schoolhouse Road and Route 68 intersection. There are signs in both directions. (No left turn and no right turn-One Way).
