Approved Minutes - September 12, 2008

The Ordinance Sub-Committee of the Prospect Town Council will met to discuss the following topics. The meeting started with the Pledge of Allegiance at 10:00am.
1. Due to what was described as ‘minimal interest’ from residents, it was decided that any changes to the way taxes are assessed / collected for certain hybrid vehicles would not be changed at this time. This topic will be dropped from the next agenda.
2. No decisions were made with respect to potential changes to the assessing / collecting taxes for 1) veterans, 2) seniors or 3) not-for-profits, and research will continue for each of these separate topics. Items that were discussed to no resolution included, income testing and duration of residence, that may be included, especially for any changes to the ‘Seniors’ component.
3. We reviewed the existing ordinance / process that allows Prospect’s Land Use Officer to access fines of up to $150 per day for Planning & Zoning violations. It was determined that the process differences, specifically those relative to the appeal process were different enough that Inland Wetland violations should have a separate ordinance. Bill Donovan will follow up with our lawyers to have them put together a new / separate ordinance.
4. We discussed the possibility of having a new / separate ‘Blight’ ordinance, and the inherent complexities that could be involved even in just the defining of ‘Blight’. Bill Donovan was going to assemble some examples that other towns, hopefully somewhat similar towns, have enacted to better control ‘Blight’.
5. We agreed that our next meeting will be on Friday, September 26, 2008 at 10:00 am in Town Hall. The meeting was adjourned at 11:05 am.
