Chairman Thomas Galvin called the meeting to order @ 7:00 p.m. The meeting was taped.

Mayor's Report:
Mayor Robert J. Chatfield advised the Council that the Town is communicating with Bethany and Beacon Falls to consider mutual aid for police coverage at construction sites. The Mayor stated the current cost for a State Trooper is $80.00 per hour while the cost for a local police officer is $41.00 per hour.
Mayor Chatfield introduced Mike Battista, the Town's Auditor, to present the Annual Report for the Town Budget for the fiscal year ending June 30, 2009. Mr. Battista reviewed the Annual Report for the Council. Discussion. Mr. Battista stated the Town is in good financial shape with a year end balance of $207,617. Motion made by D. Merriman to accept the Auditor's Report for Budget year ending June 30, 2009. Motion seconded by C. Graveline. Unanimous.
Transfers:
Mayor Chatfield asked the Council for approval of a transfer from the G.F.S. account to the Account 7050-3 (Ice and Snow Parts) in the amount of $10,000.00. Motion made by S. Pilat to approve the transfer of $10,000.00 to Account 7050-3(Ice and Snow Parts) from G.F.S. Motion seconded by R. Doyon. Unanimous.

Public Participation:
T. Graveline advised the Council that the Open Space Plan had been adopted by the Prospect Planning & Zoning Commission on November 18, 2009 and became effective as of January 1, 2010. T. Graveline expressed her gratitude to P & Z for their support. T. Galvin thanked T. Graveline for her dedication to this project.

T. Galvin commented that Mayor Chatfield had received two letters and several phone calls from Regency residents advising of their disapproval of the request by Toll Bros, to change the age limit from 55+ to 50+. T. Galvin stated there would be a continuation of the Public Hearing for Toll Bros, on January 6,2010. Motion made by D. Merriman to place correspondence on file. Motion seconded by T. Graveline. Unanimous.
New Business:
Refunds: The Tax Collector's Office requested transfers in the amount of $532.14 dated 1/5/10, for overpayments. Motion made by T. Graveline to approve the Tax Refunds in the amount of $532.14. Motion seconded by S. Pilat. Unanimous.
