Approved Minutes

November 2,2010

Chairman Tom Galvin called the meeting to order @ 7:00 P.M. The meeting was held at the Town Hall, lower level conference room.

Members Present: S. Pilat, D. Merriman, R. Doyon, J. Slapikas, T. Graveline, M. Scaviola, P. Geary and T. Galvin
Members Absent: C. Graveline

Guests - None

Public Participation:
Tom Satkunas, 220 & 232 New Haven Road and 8 Kluge Road, voiced his concerns regarding the two windmills to be built @ 178 New Haven Road. T. Satkunas commented on a Legal Notice that was in the November 2, 2010 edition of the Republican American newspaper regarding these windmills (See Schedule A). P. Geary expressed her concerns and advised of research findings from the Wind Power Problem article (dated 10/30/10); 'residents living in windmill areas had problems with humming noise, sleep disability, and headaches'. T. Satkunas also advised his research revealed the property owners that live near these windmills experienced problems with selling their properties. Council members collectively stated the 'Siting Council' meeting should be held in Prospect and the Public should have input. T. Galvin stated Mayor Robert J. Chatfield will draft a letter to the 'Siting Council' to request the meeting and the Prospect Town Council will make every effort to bring both pros and cons to the Public.

Motion made by D. Merriman to approve the minutes of October 19,2010. Motion seconded by S. Pilat. Discussion. Unanimous.
Motion made by T. Graveline to approve the minutes of October 27,2010. Motion seconded by S. Pilat. Unanimous.

Police Patrol Report October 2010

Discussion:
M. Scaviola noted the absence of discrepancies found hi the October Police Patrol Report. Motion made by D. Merriman to place correspondence on file.

Motion seconded by P. Geary. 7 Approved/1 Opposed, M. Scaviola (Prospect Police Patrol Report October 10/2010). Motion carries.

Sub-committees:
T. Galvin advised that the Blight Ordinance sub-committee had met to review other Towns' Blight Ordinances. T. Galvin stated that in the future, Public Hearings would be held to approve a Blight Ordinance. He also stated that the sub-committee would be meeting again just before the next Town Council meeting of November 16, 2010.

T. Graveline requested to add to the Agenda an 'Executive Session' for Real Estate matters. Motion made by D. Merriman to add to the agenda an 'Executive Session' for Real Estate matters. Motion seconded by R. Doyon. Unanimous. The meeting convened to an 'Executive Session' @ 7:40 P.M.

The regular meeting of the Prospect Town Council reconvened @ 7:50 P.M. No motions were made or votes taken during the 'Executive Session'.

Discussion:
P. Geary commented on the matter of 'representing Council members' at other Board meetings or when endorsing a candidate. P. Geary stated that at certain meetings, the Board members know who the Town Council members are; but if you are giving your opinion, then the Council member should advise the Clerk of the Board, that they are speaking as individuals. T. Galvin advised the Council should adopt some code of distinction.

Motion made by D. Merriman to adjourn the meeting. Motion seconded by R. Doyon.Unanimous. Meeting adjourned @7:55 P.M.
