Chairman Tom Galvin called the meeting to order @ 7:00 P.M. The meeting was held at the Town Hall, lower level conference room.

Members Absent: M. Scaviola, P. Geary (School Function; Parent/Teacher Conferences)

Chair's Report:
T. Galvin brought to the attention of the Council that the Public Works Committee does exist and consists of two members: Pat Geary and Robert Doyon. T. Galvin proceeded to advise the Council that a Grant was awarded to the Town in the amount of $200,000 for a Public Works free standing garage. T. Galvin requested a motion to approve a special meeting of the Prospect Town Council to be held on Wednesday October 27,2010 @ 4:00 P.M. in Town Hall for approval of the Resolution for this Grant. Discussion. Motion made by D. Merriman to approve a Special Meeting of the Prospect Town Council on Wednesday, October 27,2010 @ 4:00 P.M. for the Resolution of this Grant. Motion seconded by T. Graveline. Unanimous.
T. Galvin asked the Council for understanding regarding, without official approval, if Council members should or shouldn't identify themselves when attending another board's meeting. Discussion.

Motion made by D. Merriman to approve the minutes of October 5,2010. Motion
seconded by T. Graveline. Unanimous.

Discussion:
Council members commented on the Region 16 Board of Education meeting that T. Graveline, S. Pilat, P. Geary, and T. Galvin attended. Council members advised that Town officials support the budget process, but the process is not known to most of the Public. Council members suggested more Board of Education workshops and informational packets to be available to the Public.
T. Galvin advised the Council that Tammy L. DeLoia of the Prospect Zoning Department received Certification as Zoning Enforcement Technician and would like to give recognition at the next Town Council meeting.. Motion made by C. Graveline to place correspondence on file. Motion seconded by J.Slapikas. Unanimous.
New Business:
Refunds:
T. Galvin presented a request made by the Tax Collector, Diane Lauber, for a refund in
the amount of $4.29. This refund would be in a singular, one-time transaction. Motion
made by D. Merriman to approve a Tax Refund in a singular, one-time transaction
in the amount of $4.29. Motion seconded by C. Graveline. Unanimous.

D. Merriman commented on the meeting held at the Prospect Firehouse pertaining to the two Wind Turbines to be built at 178 New Haven Road. D. Merriman advised that the Public had concerns in specific areas as to street visibility, if the project was economically viable and noise. D. Merriman also advised that the Connecticut Citing Council had the last say as to approval for this project.
