UN - Approved Minutes

February 2, 2010

Chairman Thomas Galvin called the meeting to order @ 7:00 p.m. The meeting was taped.

Members Present: T. Galvin, S. Pilat, D. Merriman, T. Graveline 7:05 P.M., C. Graveline, P.Geary, J. Slapikas, M. Scaviola and R. Doyon
Members Absent: None

Mayor's Report:
T. Galvin requested an update on the W.P.C.A. Sewer meeting held in January.

D. Merriman advised different phases are in place for sewer requirements and presented a map of the Sewer Service area. D. Merriman commented that Lorraine DiNicola from Chesprocott indicated since 1984, 562 septic tanks have failed. Motion made by C. Graveline to approve the W.P.C.A. Resolution as revised. 'Be it resolved that it is in the best interests of the Town of Prospect to enter into contracts with the Department of Environmental Protection. For a Resolution which is required to obtain clean water fund financing for Water Pollution abatement facilities.' Motion seconded by J. Slapikas. Unanimous.

Approval of Minutes:
Motion made by D. Merriman to approve the minutes of January 19, 2010. Motion seconded by R. Doyon. Discussion: P. Geary commented she would like more indication of discussion in the minutes and she is sorry to see limited discussion noted. T. Galvin advised the minutes are taken according to Robert's Rules of Order. Unanimous.

Tax Refunds February 2, 2010 W.P.C.A. Resolution

Prospect Republican Town Committee Appointees January 29, 2010 Motion made by T. Graveline to place correspondence on file. Motion seconded by R. Doyon. Unanimous.

New Business:
Refunds: A request was made from D. Lauber, Prospect's Tax Collector, for approval for Tax Refunds dated February 2,2010, in the amount of $5,448.74. D. Lauber advised most of the Refunds were to leasing companies. D. Lauber commented the Tax Office is pretty much on target for collecting taxes. D. Lauber also stated there are some concerns with the mobile home owners. D. Lauber commented on the limited amount of backing received from the State regarding collection of taxes from mobile home owners. Motion made by P. Geary to approve the Tax Refunds dated February 2,2010 in the amount of $5,448.74. Motion seconded by S. Pilat. Unanimous.

Resignations: None
Appointments: T. Galvin received a letter from the Prospect Republican Town Committee requesting approval of appointments to various boards and commissions. (Schedule A). Motion made by D. Merriman to approve the appointments submitted by the Prospect Republican Town Committee to various boards and commissions. Motion seconded by C. Graveline. Unanimous.

Old Business:
Sub-Committee Reports - None

T. Galvin asked if there were any changes to the members listed on the Council's sub-committees. (Schedule B). T. Graveline requested to approve C. Graveline as Town Council's liaison to the W.P.C.A. Motion made by S. Pilat to approve C. Graveline as Town Council's liaison to W.P.C.A. Motion seconded by P. Geary. Unanimous.

Motion made by D. Merriman to adjourn the meeting. Motion seconded by R. Doyon. Meeting adjourned @ 7:45 P.M. Unanimous.
