Chairman Tom Galvin called the meeting to order @7:00 P.M. The meeting was held at the Town Hall, 36 Center in the lower level conference Room.
Members Present: S. Pilat, P. Geary, D. Merriman, R. Doyon, J. Slapikas, T. Graveline, M. Scaviola and T. Galvin
Members Absent: C. Graveline
Mayor's Report: Mayor Robert J. Chatfield advised the Council of concerns arising from two activations of alarm systems and the response time of the Police. Mayor Chatfield stated that one was residential and the other commercial. Mayor Chatfield asked Resident State Trooper Nelson Abarzua to attend the meeting to answer Council questions. Discussion. T. Graveline stated that on one occasion the response time of the Police was well over an hour. Trooper Abarzua advised that he was not aware of the concerns of the two property owners involved because they did not contact the State Police Resident Trooper's office; but Trooper Abarzua did state that he would look into both situations.
Mayor Chatfield advised that sand bids for the coming winter season had been received. The highest bid was $26.00 a yard coming from Windham and the lowest was $14.90 a yard from H. I Stone for the sand coming from East Main St. in Waterbury which is only approximately 5 miles away. The Town also purchased a mixture of sand and salt from Newington which should last until January.
M. Scaviola commented on the monumental plaque taken from Hotchkiss Field. Mayor Chatfield advised that Ciarlo's Monumental Works will be contacted for a price to engrave a stone instead of replacing the plaque.
M. Scaviola asked Resident State Trooper Abarzua to accurately document the mileage of the Police vehicles on the monthly Police Report.
Motion made by S. PIlat to convene to an 'Executive Session' for Personal matters and to invite Resident State Trooper Nelson Abarzua to attend. Motion seconded by R. Doyon. Unanimous.

Galvin advised the Council of a letter received from James Agostine, the Superintendent of Region 16, inviting the Council to discuss the 'community concerns of the 2011-2012 school budget.' T. Galvin advised that he would like to have as many Council members as possible attend. T. Galvin also made some suggestions regarding meetings for Region 16 Board of Education; in particular to have more meetings during budget time with Public Participation and also to have more written documentation that pertains to the budget.

Discussion: T. Galvin stated the Tax Clerks are working to correct overpayments made by the residents of the Regency of Prospect by either refunds if the residents have paid in full or by adjusting the 2nd half of a payment if only the 1st half has been paid.
